CCNO Development was founded by Joseph Stebbins and Michael Lee Mattax in 2007, and created out of a desire to help meet the needs of a New Orleans as the city continues to recover from Hurricane Katrina.

CCNO Development's offices are located in a beautiful historic building located at 4127 S. Claiborne Avenue.

Joseph Stebbins

Joseph left the Housing Authority of New Orleans in the wake of Hurricane Katrina to form Classic Construction of New Orleans in early 2006. Employed at HANO for eight years, Joseph served in various positions from Director of Modernization, Staff Architect and Senior Project Manager for Various Redevelopment Projects. While with the HANO Development Department Joseph was Project Manager for four major LIHTC projects totaling $107 million and 469 units. While with the Modernization Department Joseph handled the installation of new underground utilities at the Iberville Development, the Lafitte Development, the St. Bernard Development; the design of a 100 Unit Elderly Only Facility at Fischer; the design and construction of 16 Units built with Insulated Concrete Forms at Hendee Homes.

Prior to working at HANO Joseph was at the City of New Orleans Department of Safety and Permits for seven years. Mr. Stebbins served as Assistant to the Director in charge of Permitting, was a Senior Plans Examiner and a Senior Building Inspector.

In 1991 Joseph obtained a Bachelor of Science in Architecture from Georgia Tech and has done post-graduate work at Tulane University in New Orleans.

Michael Lee Mattax

Mr. Mattax is a registered architect with over thirty five years of architectural experience, which includes planning, programming, design, construction documents, specification writing, quality control peer reviews, and construction administration. His work has included new buildings, renovations to existing buildings, and historical work. He has served as the Architect of Record on an extensive amount of both small and large public sector projects for Jefferson Parish, City of Kenner, City of New Orleans, State of Louisiana, Facility Planning & Control, Orleans Parish School Board, St. Tammany Parish School Board, St. Bernard Parish School Board, St. John the Baptist Parish, St. James Parish, and numerous Federal agencies, as well as private sector projects.

Along side his work with CCNO Development, Michael is also the principal of The Michael Lee Studio, an architecture firm that provides a full range of services within the New Orleans area.

Richard Mithun

Rick Mithun is the owner of Master Builders and Contractors and Midwest Properties. Post Hurricane Katrina, Mr. Mithun used his skills as an experienced contractor and property manager to help rebuild New Orleans. Through his efforts, Mr. Mithun developed and offers 162 affordable housing properties located throughout the New Orleans metropolitan area. Current projects include a 70 unit scattered-site development in Avoyelles Parish, LA. These affordable houses will be offered as lease purchases.

Mr. Mithun obtained a Juris Doctorate in 1995 from Loyola University School of Law in New Orleans. He is a graduate of Regis University from which he obtained a Bachelor of Science in Business and a Bachelors of Science in Economics in 1984.
